[Bug 1702577] [NEW] multiple input devices fail on usb insert

Public bug reported:
Frequently, when I insert a USB hub with two HID devices (Logitech
wireless keyboard & mouse), one of them fails to initialize, and I get a
"submit error report" dialog. Removing and reinserting the hub usually
fixes the issue. I found a crash report and attached it, but not sure
if it is for the same issue or for something else.
P.S. the same issue happens if the hub with keyb/mouse is inserted
directly into the laptop, or into a monitor which in turn is connected
via USB-C port (power,video,usb)
