I just tested freshly downloaded Ubuntu Server 16.04.2 and 17.04 and
both of them are affected by the bug.

Title:
  No "network manually" possible when German Language used in Xenial
  Installer

Status in debian-installer package in Ubuntu:
  Confirmed

Bug description:
  When choosing "German" at the Boot Prompt you can't configure a static ip.
  The dialog always jumps back to set a hostname and not a static ip.

  It works with "English" Language and "Espanol".
  Not tested with other languages.

  Used ISO: ubuntu-16.04.2-server-amd64.iso
