You try to install in EFI mode on a disc without an EFI-System-
Partition.
I recommend you to use GPT as partition table instead of MBR/MSDOS

Bug description:
Installing Xubuntu from an USB-Stick (or DVD) onto another USB stick
fails, if the BIOS is in UEFI mode. Grub can not be installed then.
This happens in the 17.04 BETA as well as in the final ISO for
desktops. - Please have a look into it.
I can not provide much data due to the fact, that I am installing from
DVD/USB-Stick without the full GUI available.
