[Bug 1706680] [NEW] add config file to list drivers that do not support unbind

Public bug reported:

with the recent issues where netplan could not unbind some drivers the
idea came up that it might make sense to actually have netplan read a
config file with a list of drivers that do not support unbind so that
SoC vendors that create a new UbuntuCore image do not have to wait for a
new netplan release (and new core snap) but can add their unbindable
platform device themselves to a list that netplan will then ignore.
