If an update to an installed package requires a new package to be
installed (an added dependency), then a password prompt will be
required. Updates to installed packages which do not bring in a new
dependency do not require a password.

I suspect that this behavior is what made you think there was a change
in the password prompting logic. Let me know if that makes sense to you.

  No password needed for installing updates

Status in update-manager package in Ubuntu:
  New

Bug description:
  When installing updates through update-manager it does not ask for password even though it should.
  Updates do install correctly however it is a security issue that it does not prompt for password.
  When installing updates via the terminal it still prompts for password with apt as it should.
