  Update Manager and unresolved dependencies

  Fix Released

Bug description:
  Recently, I ignored dependencies and forced an Inkscape package from Debian
  unstable down Ubuntu's throat. Upon running 'apt-get install anypackage',
  'apt-get install' would complain about unresolved dependencies, and how you need
  to run it with -f or provide some other solution before it would do anything again.

  I left my system like this for about a week and a half. In that time, the Ubuntu
  Update Manager applet did not appear to notify me of updates, and I thought
  nothing of it until tonight when I solved the dependency issue. 

  I believe that the desired behaviour would be for Update Manager to pop up on
  the GNOME panel with an exclamation point over it to denote a critial error
  preventing it from functioning properly.
