  system upgrade to 16.04 failed

Status in ubuntu-release-upgrader package in Ubuntu:
  New

Bug description:
  after running update-manager it says that my system is up to date and suggests to upgrade from 14.04 to 16.04.
  I started this and agreed to switch of third party packages.
  In step two the error occurred.
