[Bug 1697377] [NEW] Change TextBoxes Direction for RTL languages

Public bug reported:

My and all RTL language users problem is that there us no option to
change text direction in a text-box! for example in windows when i press
left CTRL+ALT text direction sets to LTR and when press right CTRL+ALT
direction changes to RTL. It is a really really big problem for us and
its a essential feature.
