I think this is because python-imaging needs to be marked Multi-Arch:
foreign so reassigning.

  Cannot install package apitrace:i386. There is a missing dependency on
  python-imaging:i386 (see: https://bugs.launchpad.net/ubuntu/+source

  When trying to install python-imaging:i386 I get:
