The PPAs are actually owned by the gnome3-team and do still exist.

Bug description:
  The ubuntu-gnome project doesn't seem to have a PPA any more so the
  general hook which redirects bugs from packages from that PPA to the
  ubuntu-gnome project seems unnecessary.
