[Bug 1675955] [NEW] aptURL associates itself with inappropriate files

OS: Kubuntu 14
Upon opening a text file I found it was associated with aptURL. When I looked in System Settings->File Associations I found it was associated with the majority of file types, numbering in the hundreds, quite often as the primary application. Is this what was intended?
