[Bug 1677413] [NEW] It's better to rename it to btrfs-progs

Public bug reported:

btrfs's utility tools is named btrfs-progs rather than btrfs-tools. It's
better to rename it to the real name to ease finding this package by its
name.

BTW, debian already did so.
