The  item should not be to make  counterjungling type  of champions even
stronger at counterjungling. The item is meant to make counterjungling a
viable option to  junglers that are otherwise not especially strong at
it.  This is to add strategical options  outside of  champion select
and the option to adapt  in game. The  problem is how do you design a
counterjungling item that doesn't synergize well  with a champion that
is  already good at  counterjungling.
