ifup & ifdown don't work for vlan devices when raw device name is the new "enp" convention

Confirmed
Bug description:
root at atlantis:/etc# ifup enp2s0.121
Cannot find device "enp2s0.121"
Failed to bring up enp2s0.121.
Workaround:
Add
pre-up /sbin/ip link add link enp2s0 name enp2s0.121 type vlan id 121
to /etc/network/interfaces declaration.
