[Bug 1690325] [NEW] During Installation; cannot write GRUB. USB3 target

Public bug reported:
At end of installation it aborts saying it cannot write/install GRUB.
Worked before, but now I end up with this installation abort regardless
of if I try to install alongside Win 10 Creators or on a separate USB3
disk placing EFI and installation on it (dev/sdc1)
What I really want is to make a self contained installation on a 32GB
USB3 stick. It should be an installation option for this without need
for messing with partition tables.
I got it to work once, but then I had uninstalled windows and formatted
blank the main disk. As soon as I reinstalled Windows 10 Creator, the
USB3 disk disappeared as bootable media!
May it be that Win 10 Creator has tightened control of the UEFI, and
that the installation have a bug, making it try touching the Windows
UEFI even if the installation is directed at a different disk?
Ubuntu 17.04, Lenovo Yoga3 pro 512GB SSD, Intel Core M-5Y71, Sandisk
Cruser 32GB for live, Sandisk Cruser USB 3.0 for target. 256 Mb EFI rest
31 Gb / ext4. Target for boot dev/sdc. Online with mirrors during
install.
