I did see that unhelpful generic boiler plate message every time I tried
to run `sudo do-release-upgrade` yes. That doesn't exactly constitute a
helpful error message. It's more like saying, "There's a problem and
what you tried to do failed" which I already knew by the process not
succeeding.

What that process response should have said is that I needed to
uninstall xserver-xorg-video-all because it was causing the upgrade to
fail.

Take a look at

which claims, presumably incorrectly, that tons of packages are
'Broken'.

There's also a handful other automatically attached logs/system info on
this bug. To it's credit (do-release-upgrade), it did print a line with
a `ubuntu-bug ...` command that automatically generated this report.
That's pretty awesome.
