Reporting as suggested by the upgrade tool. The text of the dialog is:
Could not calculate the upgrade
An unresolvable problem occurred while calculating the upgrade.
This can be caused by:
* Upgrading to a pre-release version of Ubuntu
* Running the current pre-release version of Ubuntu
* Unofficial software packages not provided by Ubuntu
If none of this applies, then please report this bug using the command
'ubuntu-bug ubuntu-release-upgrader-core' in a terminal.

I was running 16.04 previously, just upgraded to 16.10. Then I wanted to
upgrade to 17.04 but the dialog described above came up while trying to
do the upgrade. When reporting the tool suggested bug #1611737 might be
related. It talks about ROS in the summary and I did install ROS earlier
today (while I was still on 16.04). Not sure if it's related at all in
my case.
