The man page    
man 5 interfaces 
states:

       By default, on a freshly installed Debian system, the interfaces
file includes a line to source files in the /etc/network/interfaces.d
directory.


A freshly installed 17.10 system lacks this line (and therefore is
unable to handle interfaces defined in interfaces.d)
