[Bug 1730068] [NEW] Upgrade from 17.04 to 17.10 pixelates login screen on eePC, unable to use PC

Public bug reported:

using a 32 bit eePC.
After upgrade to 17.04 was asked to upgrade to 17.10.
After installing 17.10 and rebooting the booting screen was not readable.
The splash screen in previous versions showed 'Ubuntu' centered and walking dots as it loaded.
Now Ubuntu is unreadable and the walking dots appear about four times across the screen.
The icons in the upper right of the screen are visible but the only usable one is 'power off'
eePC is now unusable.
