Public bug reported:

On of the dep8 tests depends on a cloudimg of the release being available.
That often is not the case shortly after opening the archive for a new release and there all dependents to open-iscsi get blocked on migration.

We should add a check and if the image just doesn't exists fall back to
either the former release image or to skip the test.
