[Bug 1732489] [NEW] TMPTIME is not honoured

Public bug reported:

TMPTIME is incorrectly migrated on an upgrade from Trusty to Xenial.

tmp.conf uses D where it should be d. This also has the effect of wiping
/tmp no matter what.

This is fixed in Debian.
