I was able to recreate this Ubuntu 17.10.

(artful-amd64)root at impulse:/home/bdmurray/source-trees/ubuntu-archive-tools/upstream# rename
The program 'rename' can be found in the following packages:
 * perl
 * rename
Try: apt install <selected package>

  typing "rename" in a terminal responds with...
   
  The program 'rename' can be found in the following packages:

  Ask your administrator to install one of them

  ...but perl is already installed.  Internet reports suggest this has
  started in 17.10.
