[Bug 1734684] [NEW] initramfs doesnt include pcmci drivers if set as modules anymore

Public bug reported:

Rebuilding a kernel with pcmcia modules drivers for networking, then
creating the a new initramfs results in missing pcmcia slot drivers as
they arent included by "most" in the config files

This can result in network not coming up properly, especially if casper
for livecd is involved.

Seems this has been a point of confusion for others during upgrades:

** Affects: casper (Ubuntu)
     Importance: Undecided
         Status: New
