Can you please open a terminal window, start Language Support from there
(with the gnome-language-selector command), switch to "Regional Formats"
and try to change the setting. Then, if it does not work, please copy
the resulting output from the terminal window and paste it as a comment
here. That might give us a hint of what's going on.

Bug description:
In Ubuntu 16.04, go to System Settings > Language Support > Regional
Formats, and change the value of 'Display numbers'. This crashes
Regional Formats.
