This bug was fixed in the package casper - 1.385

  Fix Released

Bug description:
  When booting the server-live image without splash, I am seeing
  en_US.UTF-8 being generated on boot.  I guess this may be a cloud-init
  thing.  We should avoid generating locales at boot; any locales we
  require should be pregenerated, and we should likely default to
  C.UTF-8 instead of en_US.UTF-8.
