No apt-ghetto, partman has a number of scripts that try to keep users
from making simple mistakes.  This particular one is missing or
defective ( I seem to recall seeing one in there for this but apparently
it isn't working ).

Bug description:
  When trying to install to an EFI system, partman-efi should have a
  check.d script to make sure there is an EFI system partition rather
  than just letting grub-install crash later.
