Managed to reproduce this on a Vostro V130. I'll dig in to see if I can
find the exact cause, but I suspect the "caching" that we do when we're
about to reboot to break down somehow.

New installation of Ubuntu 17.10 with ISO from 20171015.
After the message that ends with Restart Now. There is a system hang after this information:

When Ctrl+C is entered the system restarts.
The Installation is OK.
Installation from the "live session" is working OK.
