I've commented on bug 1723679 about the distinction between the two. One
is binary provided by the other which is a source package.

Bug description:
  This website lists ubuntu-release-upgrader-core at
  https://wiki.ubuntu.com/Bugs/FindRightPackage (as accessed 2017-10-19)
  but reporting that package for a bug was refused 10-16-17 by this
  website (https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-
  upgrader/+bug/1723679), asking the reporter if ubuntu-release-upgrader
  was meant instead. One or the other is wrong.
