Got this bug on fresh installation of 17.10:

artful64 at artful64:~$ apport-collect 1712200
You need to run 'sudo apt-get install python-apport' for apport-collect to work.

Bug description:
  On many occasions have I been asked to for instance to upload
  additional logs to a bug report using 'apport-collect', however I have
  found that one first has to install 'python-apport' as it is not
  installed by default with useful utilities like 'apport'.

  So like the useful utility 'apport' I think that it would be very good
  if 'python-apport' were to also be installed by default as it is very
  useful for handling bug reports, and if you are going to have the
  submitting tool installed by default, you should probably also have
  the handling tool installed by default. As I feel that they sort of
  come (or at least should come) together.
