[Bug 1726255] [NEW] do-release-upgrade failed to upgrade from 17.04 to 17.10

Public bug reported:

The current release is 17.04. I am trying to upgrade to release 17.10.

I have started from Terminal do-release-upgrade:
- All new repositories have been successfully downloaded
- The new packages and dependencies have been gathered
- The process failed with an insurmountable problem that has been noticed when calculating the upgrade.

I have never been installed before an alpha or beta release of Ubuntu,
so the current version 17.04 could be considered as 'clean'.
