[Bug 1726480] [NEW] Software Updater console panel height only shows one line

Public bug reported:

When using Software Updater, you can view details of an update in progress.
By clicking the expander arrow, a console panel should appear, and the Software Updater windows expands in order to show the full multi-line console.

However, the console panel is only one character high.
The rest of the window below the console is simply gray (or whatever your theme shows as a background color).

The console appears as a black bar, and you can see some flashes of text
as the update proceeds.

This was an issue in Ubuntu 16.10, 17.04 and now 17.10 as well.

Please note that I am using Liberaton Mono 9 font as my mono-spaced
font.  (However, since Updater runs with root privileges, I have noted
in the past that the font used is the standard system mono-spaced font,
not the user specified font, so this may not have relevance to this
issue).

I suspect this has something to do with the gtk library that is used to
render the console window in update-manager.  The frame, that the
console sits in, may need to be set to "expand" when vertical space is
available.

Also note, that I experienced this issue using Xorg.
