Title:
  Cryptsetup freezes if the package cryptsetup is not installed

Status in cryptsetup package in Ubuntu:
  Confirmed

Bug description:
  Description
  ===========
  The program cryptsetup freezes if the package cryptsetup is not installed, even if the package cryptsetup-bin is installed.

  Steps to reproduce
  ==================
  In a clean Ubuntu 16.04 system: execute
      cryptsetup
  it says that you execute
      sudo apt install cryptsetup-bin
  and then you do what Ubuntu says, but later cryptsetup freezes when trying to open something, as it was already stated in
      https://ubuntu-mate.community/t/using-cryptsetup-hangs/6537

  Commentaries
  ============
  The workaround is also executing later
      apt-get install cryptsetup
  but the aforementioned problems should not exist.
