  Wrong keyboard layout for password at login

Status in gdm3 package in Ubuntu:
  New

Bug description:
  After upgrading from 16.04 to 17.10 the keyboard layout is incorrect.
  On my computer it uses the German layout (z <-> y keys are exchanged,
  QWERTZ instead of QWERTY). After login the correct locale is used. My
  physical location is in Austria
