[Bug 1728349] [NEW] add SPICE support for qemu in arm64

[Impact]
qemu-system-aarch64 was not compiled with spice support in arm64, while SPICE>=0.12 had removed all x86 specified code.
We can't use SPICE for arm64 VM graphic.

I had tested on OpenStack on ARM64 (Ocata with some patch for other
issue)

I will fill this section after I fixed my Openstack cluster.
