[Bug 1716530] [NEW] start-stop-daemon does not work

Public bug reported:

start-stop-daemon does not seem to work under systemd, as seen in the
openssh autopkgtest.

I wonder if start-stop-daemon thing, when running on systemd systems,
but not from init.d scripts should maybe integrate and use systemd-run.
