This is fixed in current autopkgtest versions, including the one in
xenial-backports. You can't use the xenial proper version to run tests
for later releases, the cloud images, lxc/lxd etc. change too quickly
for that.

** Changed in: autopkgtest (Ubuntu)
       Status: New => Fix Released

Title:
autopkgtest-buildvm-ubuntu-cloud fails to find a zesty image on xenial
  hosts

Status in autopkgtest package in Ubuntu:
  Fix Released

Bug description:
  Steps to reproduce:
1/ autopkgtest-buildvm-ubuntu-cloud -vr zesty # (on a current xenial system)

  Expected results:
  Zesty image is generated.

  Actual results:
It tries to download an image with a hardcoded ".*disc1.*" filename, which doesnt exist.

Editing the discname in the script to the imagename used by
autopkgtest-buildvm-ubuntu-cloud on yakkety allow it to continue past
  the download step.
