There aren't any translations for Dutch or Icelandic in the mentioned
flavors (Budgie and Lubuntu). You will need to submit translations for
the slideshows at

Bug description:
  Ubuntu Budgie, 17.10 final beta. During install (option: erase and use
  entire disk) the language of the slide show is incorrect; English
  instead of the chosen Dutch language.
