[Bug 1720355] [NEW] ubuntu 14.04 - Could not calculate upgrade

Public bug reported:

I would like to upgrade from linux ubuntu version 12.04  to 14.04 but
the configuration manager fails after the files download.   I've been
trying to do this for several months.  What is the chance of upgrading
to a later version?  The only version that is available to me is 14.04.

The message I keep getting is:
An unresolvable problem occurred while calculating the upgrade.

Please report this bug against the 'update-manager' package and include the following error message:
'E:Error, pkgProblemResolver::Resolve generated breaks, this may be caused by held packages.'
