The path this gets placed in is only writable by root.
So you either need to "sudo su" before you do the above.
Or you can use sudo to write with permissions through tee, like:
$ echo 'apt::sandbox::seccomp::allow { "socket" };' | sudo tee
/etc/apt/apt.conf.d/99seccomp
