Updating rsync to 3.1.2 would also fix Ubuntu bug #1707136 (Rsyncd doesn't start at boot in Ubuntu 16.04), to fix this problem user should run this manually:
systemctl enable rsync

Bug description:
  Any chance that rsync could be updated to 3.1.2 for xenial?

  The --backup-dir option in 3.1.1 doesn't work properly - it creates
  empty directories even when no files need to be put in them.
