If you getting this because of your version updation, not get worried
about it I have also had this SSL error and more frustrated because of
this problem so, I get help with https://notresponding.net/8-solution-
steps-chrome-err_ssl_protocol_error/ which suggest by my friend and
there I got every problem solution for any browser and any other
solution.

Bug description:
Hello,
For some reason I am unable to connect to an older Windows IIS server
using SSL in Precise. When I attempt to make this connection I get
the following error:
Unknown SSL protocol error in connection (url goes here but I am
unable to show it here).
I tested this on Ubuntu 10.04 and the same command line worked with no problems.
Here's the output of "curl -v --dump-header - [url]
* Trying 65.255.23.11... connected
* successfully set certificate verify locations:
* CAfile: none
CApath: /etc/ssl/certs
* SSLv3, TLS handshake, Client hello (1):
* Unknown SSL protocol error in connection to [stripped url]
