[Bug 1762728] [NEW] Add support for command line args to dh_translations

I'm about to submit a debdiff, mostly as a follow-up of Sebastien's
comment #12 in bug #1751820. Planned changes:

- Add a generic function for parsing command line arguments
- Make it possible to use --domain=<some_domain> for meson packages
- Strip also Icon and Keywords translations from .desktop files
