  Looks like I have the same issue described here:
  https://github.com/systemd/systemd/issues/719

  root at xxx:~# lsb_release -rd
  Description:	Ubuntu 16.04.3 LTS
  Release:	16.04


  
  root at xxx:~# dpkg -l | grep systemd

  As a workaround, I would need to reboot the server.
