Thanks for reporting.

If you look at the overview page,
https://launchpad.net/ubuntu/+source/golang-1.10-race-detector-runtime,
you can see that the package is available for 16.04 and 17.10 (codenamed
xenial and artful, respectively). However, they are marked with
"backports", which is one of the official archives but needs to be
manually enabled. Packages are sometimes backported to make newer major
versions available than was included at the time of release or if the
package was not available at all at. See
https://help.ubuntu.com/community/UbuntuBackports for more details on
backports.

Bug description:
  I see that this was uploaded on 2018-03-09 but there's no binary
  package available for Xenial or Artful via apt. I'm not sure what went
  wrong since I can see that something _was_ built at
  https://launchpad.net/ubuntu/+source/golang-1.10-race-detector-
  runtime/0.0+svn285455-0ubuntu1~16.04.1/+build/14437307

  I installed the deb linked from that page and it seems to be fine.
