  [bts] carve out distro information to distro-info package

  New

Bug description:
  the bts script includes hard-coded information about Debian and Ubuntu
  distribution releases in the at gTags variable and possibly other places
  .  This volatile information should be carved out to and maintained in
  the distro-info package instead.
