$ dpkg -S libzstd.so.1
libzstd1:amd64: /usr/lib/x86_64-linux-gnu/libzstd.so.1.3.3
libzstd1:amd64: /usr/lib/x86_64-linux-gnu/libzstd.so.1

You can grab the libzstd1_1.3.3+dfsg-2ubuntu1_amd64.deb from Launchpad:
