I cannot think of any reasons why the the /var/lib/shim-signed/dkms-
list.new file is missing. I'm running 18.04 on a Lenovo Y50 UHD dual-
booted with Windows 10. I'd be happy to post outputs of any commands if
you can think of any that may help diagnose the issue.

The file you pointed out does not exist on my system, but
/sys/firmware/efi/efivars/MokListRT-605dab50-e046-4300-abb6-3dd810dd8b23
does.

Bug description:
  This occurred after I rebooted after an update on April 23 2018. After
  the update, I was prompted to create a password for something
  regarding UEFI secure booting, and the prompt said I would be asked
  for this password when rebooting. When I rebooted, however, I was not
  asked for the password, and had to force a shutdown. I booted normally
  next time, except for receiving this error message. I don't know for
  certain if these events are related.
