Issues with Ubuntu Mirrors (the servers from which you download
packages) should be reported to mirrors at ubuntu.com and not on Launchpad.

Bug description:
  http://au.archive.ubuntu.com/ubuntu/pool/universe/h/handbrake/handbrake_1.1.0+ds1-1ubuntu1_amd64.deb
  differs from the file served by other mirrors (e.g. the Japanese one),
  and breaks apt updates. The file has the correct size and timestamp,
  but the first 1 MiB of the file is completely wrong (the rest is
  fine). Seems like random corruption that somehow sneaked in during
  mirroring.
