[Bug 1768006] [NEW] netplan apply breaks SR-IOV

Public bug reported:

Not only does netplan lack support for working with (or creating) SR-IOV
VFs, running 'netplan apply' (or 'netplan try') deletes any SR-IOV VFs
that were existing. This makes it impossible to use netplan at all on
high performance virtualization servers, since there's no real work-
around but to uninstall netplan.

Description: Ubuntu 18.04 LTS
Release: 18.04

netplan:
  Installed: (none)
  Candidate: 1.10.1-5build1
  Version table:
     1.10.1-5build1 500
        500 http://us.archive.ubuntu.com/ubuntu bionic/universe amd64 Packages

** Affects: nplan (Ubuntu)
     Importance: Undecided
         Status: New
