Cascardo asked me to review and sponsor the s390-tools debdiff to
xenial-proposed. While I don't have a an easy way to test this change
myself, I've verified that it matches the changes from Adam Conrad in
Bionic and that the change looks reasonable. Cascardo ensured me that an
SRU is not needed in Artful since linux-hwe-edge is not present there.
I'm sponsoring this change to xenial-proposed.

Bug description:
  Upgrading from 16.04 to 18.04 using 'do-release-upgrade -d' results
  in:

  Errors were encountered while processing:
   initramfs-tools
  Exception during pm.DoInstall():  E:Sub-process /usr/bin/dpkg returned an error code (1)

  Could not install the upgrades

  The upgrade has aborted. Your system could be in an unusable state. A
